MOU Signing with CRECM
Date
27-May-2025

The Malaysian arm of one of the world’s leading infrastructure contractors is set to play a lead role in the project implementation of the ambitious Kenyalang Smart City (KSC) after China Railway Engineering Corporation (Malaysia) Sdn. Bhd. (CRECM) signed a key agreement with the project’s Master Developer Imasa Dinasti Sdn. Bhd.

The agreement, witnessed today by Sarawak’s Deputy Premier Datuk Amar Prof Dr. Sim Kui Hian at the Sarawak Legislative Assembly (Dewan Undangan Sarawak), formalises extensive discussions and creates a synergistic union pivotal to the continuing development of the KSC. More broadly, the agreement is one capable of assisting in Sarawak’s ambition to become a regional model for sustainable, high-tech urbanisation.

Ar. Teo Ah Khing, Chairman of Imasa Dinasti Sdn. Bhd., said: “We welcome today’s union with CRECM who are a world leader in their field. With the support of CRECM, Imasa Dinasti is uniquely placed to realize new standards in urban living with KSC and in supporting the government’s plans to deliver economic prosperity, social inclusivity and sustainable environment to Sarawak.”

Chen Gang, Managing Director of China Railway Engineering Corporation (Malaysia) Sdn. Bhd. (CRECM), said: “China Railway Engineering Corporation is very proud of its achievements in building large scale infrastructure projects in China and around the world. We are excited by the opportunity to participate in the project implementation of Kenyalang Smart City alongside Imasa Dinasti. KSC is a project we believe can inspire the region.”

CRECM is the Malaysian subsidiary of China Railway Group Limited (CREC), a Fortune Global 500 infrastructure powerhouse with a legacy spanning over 120 years. CRECM brings world-class expertise in large-scale engineering and smart infrastructure.

Imasa Dinasti, KSC’s Master Developer and a member of TAK Group of Companies, is led by renowned architect and urban planner Ar. Teo Ah Khing whose signature designs have been the template for urban megaprojects from Dubai’s Meydan City to Malaysia’s Putrajaya and the iconic Palm Jebel Ali and Palm Deira. The Sarawakian now turns his attention to reshaping his state’s urban landscape with KSC.

Fudan University’s Institutes of Integrative Medicine (FDIIM) selected the KSC as its hub for a South East Asia campus whose facilities will incorporate the most modern teaching hospital in Malaysia and a first of its kind Innovation and Research Centre which will be run in collaboration with Sarawak Biodiversity Centre.

With the MoU formalized, Imasa Dinasti and CRECM will proceed with final planning, engineering and phased construction with an initial focus on transport systems, foundational infrastructure and renewable energy integration.

Today’s signing is also expected to pave the way for significant economic impact, not just in real estate and construction, but also in the creation of high-skilled employment and the advancement of Sarawak’s digital economy.
